Default Brushless tail wont spin on novus cp/4g3

I started with a brand new Heli-Max 2g brushless tail upgrade with the heli-max tail ESC for the Novus CP, got everything wired up correctly (triple checked), powered it up, heard the ESC beeps, but upon giving it throttle the tail rotor just barely blips back and forth, harldly moving a couple millimeters. So I figure the crappy 2g motor is bad and I buy a 2.9g motor from wow and it's doing the same thing! Could the new heli-max ESC be bad? What other ESC available with the one source wire? Any help/ideas would be apprieciated.

Default try this

in throttle curve set,
set the throttle value as 0 at the lowest stick position.
Try this!
