keeping 3g linked

I have 3g 2.0 and I'm can't keep it linked up..... I'm following the instruction and it will link for a second and then the link will go down. What am I missing?

Has it been bound and setup? Plugging just usb dongle first and wating for the little windows sound that it's connected?
If so all you can do is try different cables and another port on the PC. I to have a port that doesn't like to link up to my controllers for some reason.
