I am just breaking in some of my new Outrage NRG 6s 5000 packs and I just had a quick question about internal resistance. I am on my 4th cycle and I have been checking the IR of the pack and it is down to about 23 milliohms total but is it normal to have an IR of some cells as high as 7 and others as low as 1?

what charger?
Most chargers don't do a great job of measuring IR. FMA chargers I think are the exception though. The pack IR you talk about is pretty good. Having that much variation is concerning, but I would put that down to the charger first IMO.
