Default kontronik minijazz 15, helicopter mode

The minijazz ESC has a fixed helicopter mode (mode 4), which has governor enabled. About this the manual says:
"KONTRONIK recommends setting minimum RPM at 80% of full RPM"
I read that as the throttle setting should be 80-100%. Is that really true? I would expect it should be below 80% to give the governor some headroom.

P.S. I can't find any specifications for the BEC voltage. Am I blind?

I would think because of the low torque of the small motor you need to keep the rpms up.it makes sense. The bigger the motor the more torque the more headroom you can have.
