Default Gov stops working correctly after hitting TH once on bench,

I've noticed what seems to be a bug while bench testing for vibes on my E700. The gov seems to work exceptionally well in the air, but I noticed during one or two flights on Saturday when the head speed seemed too high and the IU switch didn't change it. Today while bench testing the heli I noticed the gov seems to be giving too much throttle after hitting TH once.

The steps to recreate the problem:

(I was able to recreate the problem three times in a row.)

1. Power up RX and FBL.
2. Power up ESC.
3. Spool up heli.
4. Verify IU1, IU2, IU3 RPMs are all diferent.
5. Hit Throttle hold and wait for heli to spool down.
6. Release Throttle Hold and wait for heli to spool up.
7. Verify IU1, IU2 and IU3 RPM is too high and all the same.

Castle log shows RPM is correct before hitting TH. Once hitting TH the throttle signal from the SK720 is higher during spool up and after spooled up. It also holds steady instead of changing.

=] when you release TH you are in idle up I assume? is the re-spool in esc slow start or AR bail-out mode, would you say?

This looks like my problem. I always power the esc in throttle hold. After this update when I start the motor, rpm goes all the way high. You can hear the sound of increasing rpm. And skids get skewed even on -2 degrees.

I have AR bailout disabled on the esc. I'm running in external gov mode. I'm positive it's the skookum telling the esc to run high based on the esc log. The ESC does a soft start but the skookum does apply more throttle during the second start so it might be trying to do an auto bailout. It just forgets all about the gov after trying it out it seems.

This does not happen with my blue 720 on my trex 250. It happens every time on the BE on the E700 though.

E700 has a castle ESC with gov out enabled on the extra wire. The trex250 has a hobbywing sensor.
