Governer help...

I got a gov problem that is driving me crazy..
I have 2 Trex 700's one with an OS91 using a spectrum back plate sensor and the other with an OS 105 with a pickup on the clutch bell.
The issue I am having is I can't get the gov to work. I started with Aerospires. What I was running into was when I go into idle up 1 it would go straight into idle up 2's setting. It is like idle up 1 does not exist. After a year of just living with the issue and not finding any answers I took them out and put my Throttle Jocky's.
Now the problem is that I have no gov at all. What ever I set the throttle curve at is what I get when I switch into idle up 1 or 2, I have no gov control at all.
I plugged a servo into my Aux1 (channel 7) and it moves thru the 2 idle up settings and if I raise or lower the gain it moves, so I know that the channel is sending out a signal.
I had no trouble setting up the throttle jockys and I get a green light when I raise the throttle above 30% and in both idle up 1 and 2, when I was programming the aerospire the LCD screen showed all three different setting, speed 1,2,and 3 just like it supposed to.
I have even gone as far as setting up a new model in the radio thinking there might be something that I might have changed and forgot. Same issue, no gov.
I am totally lost. I am not a noobie and have set up 3 other aerospire for friends with both futaba and JR radios and they work exactly as they are supposed to. In fact the radio settings in my friends 14sg are identical to mine in my Futaba 10C and his works spot on with both idle ups, yet mine won't.
I am convinced that it is something in my setup that I am missing....
Does anyone have any ideas????
