Unhappy cp 3 trouble with 3 in 1

hi, i`ve been trying to help my brother sort out his cp3, but without success, the problem seems to be with the 3 in 1.
it all started when he was hovering the heli and it just seemed to fall from the sky, turns out in my opinion that some of the anodizing had flaked off seizing up the head, as there didnt seem to be any other faults with it and it had flown fine for over 20 batteries before.
we`ve replaced the head back to plastic and all moved freely and as it should, then we noticed at 3/4 throttle the 3 in 1 light turns from green to red. we replaced the 3 in 1 believing this to be faulty still the same, from there we have tried new servo`s, rx, tx, motors not connected, servos not connected to swash plate, rebinding the tx but nothing seems to make any difference. pitch settings are +10 -10 set in idle up.
it flies but seems very under powered as it doesnt seem to get full throttle and doesn`t have a good climb rate, batteries are fully charged, so where do we go from here
any insight would be greatfully received

Old post and probably no longer relevant, but I just came across this one.

If it still matters, did you replace the motor? The stock HBCP3 motors only last for a few dozen flights (reports are from as few as 10 to about 24) before they are done and need to be replaced. The light on the 3-in-1 going from green to red with increased throttle is normal. Not sure what the significance is, but every one I've ever seen does that.
