Your set up...
4S ( 14.8v) x 1500kv =22200rpms...

Main gear ( 162T) ÷ 13T = 12.46 gear ratio

22200 ÷ 12.46 = 1781 RPM's @ 100%

Let me rephrase....programming... which ESC do you have?
As for soft start.. I dont know which ESC you have or if its capable of soft start..

OK.. I dont know that ESC and not sure of its programming capabilities...or its specs....You need to be careful of the BEC output.. ( 3A, 5A )
If the BEC is switching or linear..
Well, I dont know if the ESC has any options like soft start...its nice to have, but not absolutely necessary....
Just be careful starting up in normal flight mode, you will have a steep curve from 0 to 100, so it will spool up really fast once you leave zero on the throttle.. take it slow to mid stick.....

Most ESC's come with instructions for programming. Depending on the brand, it can be done with the Tx on the sticks.. ( beeps, move the stick, beep to set and so on..) or many can be programmed on the computer. Like Castle ESC's, Hobbywing, and the like.

Soft start can mean different things on different ESC's.. I have a pair of Turnigy 85A ESC's that work great, but their soft start isn very soft..its almost non existent. ( these are my spares..)
If you have it.. great.. it might help keep the initial spool up soft enough so you wont strip gears....to be safe.. just take it slow when you start to spool up....once you get to mid stick... it'll be at a speed that wont strip anything as it spools up higher..
just be careful...
If you have a decent soft start.. you could run a TC of say...0, 80, 90, 100, 100.. but that will be a fast spool up from 0.
The mian thing here is....you need more headspeed. A bigger battery wouild help alot here...but since thats in the future..
Try to keep your head speed up with the TC....especially at around mid stick and above. Realistically, you'd like to have the same head speed at all throttle points.. ( hence, a flat TC )

No problem.. sorry if I overwhelmed you...
Basically, your flying under powered.. but your flying...
You need to get the head speed up when you can.
Either by more battery, or for now, by flying at as high a TC you can on your set up.

For what its worth...here's my HK500GT at a job site about a year ago. Note the whine of the motor at high rpm (1600Kv) with a 13T pinion running 6s. This is very close to a "stock" setup. Throttle curve is 70% flat, no governer. The wind was around 8mph.

See, if you had soft start on the ESC.. you could just set a flat 100% across the board and fly it that way.. this is how you will more then likely fly later on anyway...but in your present case.. the higher your head speed, the better...
and here's some math so you can figure out your approximate head speed and use it to find what you want when your buying parts...

Approximate Head speed =

Battery voltage x motor KV = TOTAL rpm's the motor can do with this set.
Then....
Main gear tooth count ÷ pinion tooth count= gear ratio.
Take the Total RPM and ÷ gear ratio = approximate head speed.
Now can you multiply your throttle curve number against this formula to get a rough approximately of headspeed at idle? I have the ESP with stock gear that I am converting to FBL and hover would be at about 75% according to the manual and I should have about 2200 rpm headspeed.
