Why are so many of the PSU rated at 13.8V?

Because that's exactly the recommend charging voltage for a common lead-acid battery. Remember that us R/C hobbyists are only a marginal part of the PSU market, and that's why we often see electronics that are in fact used in other branches, like the automotive industry.
