YGE 90 GOV -reaches full rpm by TX at 60 %-

I am attemting to set up a YGE 90 with a VBAR and gave up on the vbar Govenor and am just trying to get it to work with the YGE GOV MODE--the issue is if i just use the GOV mode in the YGE the head speed is at full with 60% stick travel and I did the stop and full stick travel with the program card.. there is just no more adjustability for head speed past 60% is this normal? dont forget this is just the normal GOV mode not the GOV store...it does seem to work in the GOV store mode but i want to run it in the old fashion GOV mode is this possable?

the vbar gov is disabled and the motor is a goblin quantum 4115-1200..

I would program the end points via TX:

1. Turn on your TX
2. Make sure you have a linear throttle curve
3. Set the throttle stick at the highest position
4. Connect battery
5. wait for sequence of beeps after the initial tone
6. Lower throttle stick to stop position
7. wait for the confirmation beep
8. Re-enter governor mode with card
9. disconnect card
10. remove main and tail blades, and bring the motor up to full speed. Wait until max speed has been acknowledged ( the LED will turn off followed by a motor "hiccup").

Some people recommend doing this with a pack charged at 4v per cell to allow overhead (same procedure as the gov. store as seen on Mr.Mel's videos).
