Question *solved - install blades* gov help v3.3 SK-540 & CC, only goes to idle1 speed

I know there are lots of governor threads, thought this particular issue may deserve a new one

Background: I had the SK-540 governor working with v3.15. When I say working I mean it held each of the desired three head speeds but had an oscillation I couldn't get rid of. So I turned it off and went back to castle internal governor. With v3.3 software out I wanted to try again. Now it only will go to the selected idle 1 speed.

setup:
SK-540 v3.30
Castle ICE 75 with v4.02 running in external governor mode
HobbyWing sensor
align 500MX motor

I followed these instructions, which worked for me with v3.15
http://www.rchelination.com/sk540-governor-with-cc-esc/

The rpm sensor toggle light in the SK software does toggle when I move the motor.
Gear ratio is set to 34.71 which is 162/14*6/2 (6 pole 500MX motor).
With the SK connected to computer and radio on I can see the green light move over each of the three selected speeds as I toggle flight mode. The attached screen shots show the governor setup and log from the castle ice 75 bench test (no blades). During the test I cycled through all the flight modes and what should be all three head speeds. There is no response. Based on the castle log it appears to go straight to the idle1 speed and stay there regardless of selected flight mode.

Any help would be appreciated.

I'm pretty sure if you don't have blades on the gov won't change head speed. I think the system has to see load

Thebettertwin - you are right sir. I put the blades on and went out to my backyard. The governor is indeed picking up and hitting each of the 3 speeds. It doesn't make much sense to me but it worked.

It was just some hovering in my backyard for a few seconds but I didn't notice the nasty oscillation I had with v3.15. If the wind will back off the 20mph it is doing today I'll give it a proper test. I've got the gov gain at 30 at the moment, probably some room to move it up some. See the attached log. The brown line is rpm and its waving - but you can see the 3 distinct steps. The first set of steps is with the heli on the ground, the next steps I picked it up into a hover and flipped through the flight modes.
