Did you try plugging it in a different slot? Just to confirm its the servo and not the Rx or Tx signal.
When you bind it, leave the arm on it so you can see if it centers...if theres NO movement.. like center, then moves quickly to low because the stick is at low when you bind it, then it might be locked up. Almost sounds like its at stall point..( all the way to one end ) But then again, that might be the motor trying to center and its locked up. Last resort, you could open it up and see if anythings stuck, chipped or broke.

yea plugged it into different slots and also rebinded in another slot

still spins around to maximum travel then binds hence the werid tone

if i unplug i can move the servo arm manually and it turns smoothly doesnt sound like anything is broken

Sounds like it may be shot. Theres a possibility you can rebuild it.. but it doesnt sound like a gear issue, or a pin issue. If its new.. send it back. I really wouldnt even bother with it if its new. Just send it back.
Only other thing I could think of is a wire is grounding somewhere or shorting out, or one of the pins in the JR style connector is messed up?
